Western Caucus Executive Committee Celebrates Passage of Reconciliation Package

Members of the Congressional Western Caucus Executive Committee celebrated passage of H.R. 1, the One Big Beautiful Bill Act, with the following statements.
 
“This bill is the course correction we desperately needed. For years, taxpayers have been footing the bill for wasteful programs, unchecked spending, and handouts to people gaming the system. It delivers a significant tax cut, providing relief for working families and much needed reforms to government spending. It also includes major wins for folks in the West, allocating $2 billion to expand water storage, and much needed funding for the Secure Rural Schools program. It’s a big win across the board, and I’m happy to see the House pass this crucial piece of legislation,” said Chairman Doug LaMalfa (CA-01).

“America needs clean, reliable and dispatchable electricity, and we can meet that demand by mining and using coal, one of the most abundant and efficient energy resources that we have. The passage of the One Big Beautiful Bill Act generates savings and additional revenue by directing our agencies to roll-back the Biden-era coal moratorium and to open federal lands for additional mineral leasing, ensuring that we can meet the power needs of today and tomorrow. The high royalty rates, courtesy of the Green New Scam's war on coal, have been cut to pre-IRA levels which will revitalize our coal industry and our overall economy. The reconciliation bill’s permitting reform and modernization provides assurances to our miners that we support the work they do to keep the lights on, heat our homes, supply our manufacturing base, and power our industries,” said Vice Chair Harriet Hageman (WY-AL). 

“Now that the work here is done, it’s time for the Senate to do its job. After long days of hard work, we’ve delivered real results for the American people. Rural communities in Colorado’s Third District will see historic tax relief that supports working families,” said Vice Chair Jeff Hurd (CO-03).
 
“This is a major bill designed to spur economic growth nationally and keep more money in the pockets of families, seniors, and small businesses, that preserves our priorities in American Samoa. Getting the U.S. economy surging is a necessary step in securing the future and fiscal health of the country,” said Vice Chairman Aumua Amata Radewagen (American Samoa-AL). 
 
“This package delivers landmark tax relief for rural communities. The increase to the 199A pass-through deduction applies to 98 percent of American farms. Permanent Death Tax relief will help protect family farms and small businesses for generations. Provisions to spur investment in small businesses such as the increase to the Section 179 expensing threshold will strengthen American manufacturing and other capital-intensive industries. The long-term certainty it provides will unlock economic growth for Americans across the West,” said Vice Chair Adrian Smith (NE-03).
 
“This week, House Republicans delivered on the promise to streamline permitting, boost American oil and mineral production, expand timber harvesting, and roll back the Green New Scam. This bill is a major win for American farmers, rural communities, and Made in America energy. I look forward to continuing our work to restore an America that is affordable, safe, and strong,” said Vice Chair Tom Tiffany (WI-07)
 
"Today marks a historic day for America as the House took action to provide tax relief for working Americans, make generational investments in the American economy and unleash the full potential of America’s natural resources. The Natural Resources title of the One Big Beautiful Bill Act will generate billions of dollars in new revenue for the federal government, restore American energy dominance, turbocharge critical mineral development, streamline permitting processes and promote an all-of-the-above energy future. This comprehensive legislation is the result of months of tireless work by House Republicans. It will grow the American economy, put billions back into the pockets of American families, create countless new jobs and set our nation on the path to a stronger and brighter future," said Vice Chair Bruce Westerman (AR-04), Chairman of the House Natural Resources Committee.
 
The One Big Beautiful Bill Act:

  • Reinstates quarterly onshore oil and gas lease sales under the Mineral Leasing Act to generate revenue for our Federal lands, and provide a stable, long-term American supply of energy resources.
  • Directs the Secretary of the Interior to offer offshore oil and gas lease sales in the Gulf of America through 2040, each of which must be at least 80 million acres: matching the largest lease sales in U.S. history.
  • Opens up at least four million acres of coal lease sales in the Western United States, while cutting down on review and approval times for pending and future offerings.
  • Adopts a new fee structure allowing for expedited review processing, with maximum timelines of one year for environmental impact statements (EIS) or six months for environmental assessments (EA).
  • Updates Agriculture Risk Coverage reference prices, effective in the 2031 crop year, to realign risk payments made to farmers to reflect real production costs and potential losses if market prices fall below the target support level.
  • Funds key voluntary support programs for farmers and ranchers overseen by the Commodity Credit Corporation.
  • Assists U.S. agricultural exports through trade promotion and facilitation funding, including the Market Access Program.
  • Extends the Secure Rural Schools (SRS) program through 2026, providing funding for schools, roads, and other municipal services in counties that traditionally relied on revenue from timber harvests on federal land.
  • Mandates timber sales in Federal forests, and the use of long-term timber contracts to improve forest health, which will reduce the risk of catastrophic wildfires.
  • Saves Americans approximately $300 billion over ten years by ending Biden-era electric vehicle mandates.
  • Rescinds billions in climate change and Green New Deal subsidies from the IRA.
